On March 11, 2021, an inaugural consultation meeting with the business community was held on the digital transformation programs of the Social Insurance Institution, which will facilitate running a business.

– We want to find out how, in the environmental assessment, the changes we design will affect communication with companies – says prof. Gertruda Uścińska, president of the Social Insurance Institution.

The inaugural meeting initiated by Professor Gertruda Uścińska was attended by representatives of representative employers’ organizations that are members of the Social Dialogue Council: Employers of the Republic of Poland, Confederation “Lewiatan”, Polish Craft Association, Association of Employers Business Center Club, Association of Entrepreneurs and Employers, Federation of Polish Entrepreneurs.

The reforms planned by ZUS concern, inter alia, photos from companies of many duties and responsibilities related to the settlement of contributions, simplification and automation of the payment of benefits, and full digitalisation of services for companies by the Social Insurance Institution.

In September 2020, the management board of the Social Insurance Institution (ZUS) adopted 14 transformation programs for the social security system and ZUS for the years 2021-2023 +. The programs were consulted and approved by Prime Minister Mateusz Morawiecki as undertakings supporting the e-state development strategy.

The implementation of these programs introduces a number of improvements for entrepreneurs and allows for further development of e-administration, e.g. through the construction of a modern e-office, process automation, wider electronic communication and exchange of data and information, as well as further integration of systems and registers of administrative bodies.

Automation of settlements provides, among others setting up accounts of payers and insured persons by the Social Insurance Institution (based on data from Central Registers or data provided in the Uniform Insurance File), determining the insurance obligation by ZUS, the scheme of being subject to insurance, the right to reliefs in paying contributions, determining the basis for the assessment and amount of contributions due by the Social Insurance Institution (ZUS) ( on the basis of information on revenues from the payer),

In turn, the automation of benefits assumes, inter alia, payment of benefits without an application, based on e-ZLA or information obtained by ZUS about the leave granted, simplification of the rules for determining the right to benefits, taking over the payment of all benefits by ZUS, eliminating the submission of additional certificates for applications.

– We developed these programs based on the postulates of, inter alia, entrepreneurs and in accordance with the spirit of the digitalisation of the state and the economy – said prof. Gertruda Uścińska, president of the Social Insurance Institution.

The purpose of the meeting with representatives of employers’ organizations was to present the assumptions of the programs and discuss the impact of the proposed changes on the operations of companies. An important issue was also to discuss the optimal way to introduce new solutions for entrepreneurs.

-We want to find out what we can do to smoothly implement new solutions for this group of our clients. Thanks to the consultations, we will get to know the needs of entrepreneurs even better, said Professor Uścińska.

In the opinion of representatives of employers’ organizations, the automation and modernization programs proposed by ZUS are necessary and without them it would be difficult to introduce modern services and solutions. Communication with employers and producers of HR and payroll software is extremely important. It is necessary to take care of the use of data from available public registers and data in the Plant’s IT system in order to remove some of the obligations from entrepreneurs – indicated the participants of the meeting.
Thursday’s meeting started a series of consultations with representatives of the business community.

Due to the complex and multidimensional nature of the programs proposed by ZUS, work on them is carried out jointly with the Ministry of Family and Social Policy, the Chancellery of the Prime Minister, the Ministry of Finance, and the Ministry of Labor and Technology Development.
